Button layout not working?

progress.button.layout=top in version 2.8 does not seem to work. They are still under the drag&drop box.
I modified progress.button.select to confirm that my i18n_bar.properties is not cached.
In addition, setting
progress.info.layout=top
just makes it disappear completely.
Am I missing something?

This parameter is for layout in progress bar section which can include single progress, overall progress/info. So it won't be above the drag&drop box.
