Change local home directory

As it is it points to the users my documents folder in windows. Any way to point it to another location?

Yes, you can try to uncomment:
#panel.local.combobox.lastdir=home
in i18n_pane.properties
You can also try to set startdir parameter:
<PARAM NAME="startdir" value="c:/">
