Tomcat Owner/group problem

Using jsp as a uploading script So the files are stored in the name of tomcat/tomcat owner/group. So i cant able to access it through php or i cant even use chgrp or chown anything through php.
Please tell me where i am wrong.
This is what my process
chown -R ss4udemo /var/www/vhosts/site.com/httpdocs/public/uploads/Toy_Story_695303/
chgrp -R apache /var/www/vhosts/site.com/httpdocs/public/uploads/Toy_Story_695303/
mkdir -m 777 /opt/adobe/fms/applications/vod/media/Toy_Story_695303/
mkdir -m 777 /opt/adobe/fms/applications/vod/media/Toy_Story_695303/converted
mkdir -m 777 /opt/adobe/fms/applications/vod/media/Toy_Story_695303/HQ
I am trying to change the user groups in tomcat conf Please tell me how to do it.
am seeing conf file in these two locations.
/etc/tomcat5
/usr/share/tomcat5
where i should change and what should i change.
Please tell me where i am wrong.
